What do I do if the country is not party to the Hague Convention?

First, please don't panic.  We will assist you and do it for you.  BUT...


Please be aware that the Office of Authentications has suspended in-person counter service during the COVID19 pandemic and are only offering mail-in service at this time.   You should expect delays in processing your request for authentication services.  Those delays can be up to 2-3 months (Covid19).


The Office of Authentications provides signed certificates of authenticity for a variety of documents to individuals, institutions, and government agencies to be used abroad. The country in which the document will be used determines the type of certificate needed. 

 

  • An apostille is for documents to be used in countries that participate in the 1961 Hague Convention Treaty.
  • Authentication certificates are for documents to be used in countries that do not participate in the 1961 Hague Convention Treaty.


Once a document is authenticated, it must be certified by the foreign jurisdiction to be valid there. This process, called legalization, usually occurs at the country's embassy or consulate, and can be considered the final step in the authentication process. 


Patience is key during this process (each embassy varies); and each embassy has its own procedures, requirements, fees, and hours of operation.
